Hyperparameter change

As indicated in our previous announcements, we’ve added a new hyperparameter nominatorMinRequiredStake to reduce block times during epochs. We will set this hyperparameter value to `0.1 TAO` to start. This shouldn’t affect most people’s nominations.

Going forward we will monitor the effects on the network and adjust accordingly if required, and will likely increase this hyperparameter to `1.0 TAO` in the coming weeks.
